Every organization keeps its own identity, roster, leadership, and internal structure.
Hostile action against a member's holdings may trigger Confederacy defensive support.
Supported operations are distributed so one banner does not consume the whole coalition.
Members may cooperate across org lines without poaching or undermining another roster.

In the vast and unyielding expanse of the Stanton system and beyond, where the void holds both boundless opportunity and untold danger, we — the united leaders of independent Organizations — do hereby establish the Roughneck Confederacy (RC).
We recognize that no single banner can weather every storm, defend every frontier, or construct every stronghold alone. Through unity without surrendering sovereignty, we pledge to stand together as equals — to plan, to prepare, and when needed, to protect one another against threats to our people, our assets, and our future.
Let it be known: this Confederacy is not forged in conquest, but in cooperation. We are architects of a shared destiny, planners of stations and bastions yet to rise from dust and vacuum, and defenders of the ideals that keep the black from becoming lawless.
Eligibility: Any Organization recognized within the UEE spectrum or operating independently may petition for membership.
Approval: Entry requires a 60% affirmative vote of the Council.
Probation: New members serve a 30 standard day probationary period, attending but not voting in Council sessions.
Removal: Expulsion requires 80% affirmative vote of the Council and must be justified by violation of this Constitution.
Council Structure: Each member Organization shall appoint two voting representatives, ideally the Leader and Second-in-Command.
Meetings: Leadership will convene at least once every two standard weeks to discuss strategic planning, operations, and Confederacy matters.
Operational Fairness: Each member Organization may sponsor one primary Confederacy-supported operation per standard week to ensure fair distribution of aid.
Support Policy: While no member is obligated to provide resources or manpower, inter-Org trade and voluntary assistance are encouraged.
Defense Commitment: Hostile action against a member's territory or station is considered an act against the Confederacy, warranting defensive mobilization where available.
Conflicts between members shall first seek resolution through Council mediation. If unresolved, the Council may vote to issue sanctions, suspension of privileges, or — in severe cases — removal under Article II.
All members agree to respect sovereignty, act in good faith, avoid actions that compromise stability or reputation, and contribute to long-term infrastructure, defense, and prosperity.
Thus, in unity and determination, we — the undersigned leaders — commit our names, our banners, and our honor to the Roughneck Confederacy.
Member Organizations shall encourage their members to affiliate with other Confederacy-aligned Organizations within the RSI platform to strengthen communication, infrastructure access, and operational command during joint missions.
Affiliation is voluntary at the individual level, but leadership is encouraged to promote this practice for readiness and interconnectivity.
No member Organization shall recruit, coerce, or encourage another member's personnel to abandon their parent Organization.
This applies to all direct or indirect solicitation, including exploiting affiliations, temporary joint operations, or social platforms to undermine another roster.
Members are encouraged to share relevant intelligence, including pirate activity, hostile fleet movements, and trade route threats, through secure Confederacy channels. Sensitive intelligence may be marked Classified for Council and designated officers only.
If a member declares war or engages in hostilities with a non-member entity, Confederacy support is optional unless the threat extends to another member.
Jointly constructed or purchased assets shall have a designated owning Organization in RSI records. Ownership rights and access permissions will be defined in writing. If the owning Organization departs, access rights are revoked unless otherwise negotiated, if allowed under game mechanics.
Members shall uphold professionalism in public channels, Confederacy events, and shared Discord spaces. Disrespect, harassment, or reputational damage may trigger Council disciplinary review.
In crisis conditions such as war, siege, or imminent large-scale threat, the Council may grant temporary emergency command authority to a designated Commander by a two-thirds vote. Authority lasts only for the crisis and is reviewed upon conclusion.
If the Confederacy dissolves, shared assets and projects return to their owning Organizations. If Ronin's Roughnecks ceases to exist, leadership passes to the next most senior and active member Organization, determined by Council vote.
